Whereas; construction, maintenance workers & community members have known for nearly 40 years that the Pasisade sewer treatment system was failing and in need of major upgrades. During that time, they have added subdivisions, new taps, and increased the demand on an already failing system. All without earmarking tap fees, taxes, etc for future repairs or new construction. During this time, only minimal maintenance and upgrades have been done. Now they are planning to pipe the raw sewage to the Clifton treatment plant. This will drastically increase and concentrate the amount of effluent in one location in the Colorado river. This area is known as a critical habitat for 4 species of endangered fish. This area is referred to as the 15 mile reach. Additionally, this is less than 300 yards upstream of James M. Robb- Colorado River State Park Corn Lake Section; where rafts, tubes, paddle boards, waders, fisherman, and others recreate. The proposed route of this pipeline will disrupt the Grand Valley Canal, opening places for a canal failure. It will damage county roads, and permanently damage farm ground, included in the buffer zone. This also seems to be a possible precursor to eliminating the ‘Buffer Zone’; known for orchards, farming and ranching. Installation of the sewage line will increase the risk for floods as the line will be run through known flooding and high water table land. The effect will also stigmatize the properties, values and as resale in the future. Damaging property, potential harvest, and limiting structures on private lands. Other cities like Ouray are building new, state of the art treatment plants, towns like Fruita already have. Palisade could do the right thing, and build a modern plant as well. The Town of Palisade spent $121,000 for barricades for the festivals; perhaps they should be prioritizing their funds for items like sewage and infrastructure. It is for these and many other reasons, we the undersigned, request that the town of Palisade abandon plans to build the raw sewage pipeline, and build their own modern treatment plant. |
